David Reynolds

Bishop, Endorser

David and his wife Hope have enjoyed fellowship with the Pentecostal Church of God since 1977, serving the last 35+ years at Victory Tabernacle (PCG) in Thurmont, MD. In 1984, David entered the USAF Reserves and was eventually endorsed by the PCG as chaplain. Since then, he has ministered to both combatants and civilians alike in many communities, states, and countries including Germany, Japan, New Zealand, and Antarctica.

David Quill

District Presbyter & Senior Pastor

Pastor David Quill faithfully serves as the Senior Pastor of Victory Tabernacle, where he has a deep passion for preaching the Word of God, discipling believers, and helping people grow in their walk with Christ. Known for his heart for ministry and practical teaching, Pastor Quill is committed to building a church that is grounded in biblical truth and led by the power of the Holy Spirit.

In addition to his pastoral ministry, Pastor Quill serves as the District Presbyter for the Capital District of the Pentecostal Church of God and is a member of the Capital District Credentialing Committee, helping mentor and guide ministers through the credentialing process. He also leads the “Deeper Dive” teaching ministry, encouraging believers to go beyond surface-level faith and develop a deeper understanding of Scripture and Christian living across the globe.

Dale Lessner

Associate Endorser, Associate Pastor,

Dale Lessner serves as the Associate Pastor of Victory Tabernacle and has faithfully served as the Associate Endorser for the Pentecostal Church of God Chaplains Commission since 2021. With a heart for ministry and a passion for people, Dale is committed to helping others grow in their relationship with Jesus Christ. Through preaching, pastoral care, chaplain ministry, and discipleship, his desire is to see lives transformed by the power and love of God.

John Schwartz

District Secretary Treasurer

Chaplain John Schwartz faithfully serves both God and country as a Chaplain in the United States Army, ministering to service members and their families with compassion, integrity, and spiritual leadership. Through his chaplain ministry, he provides pastoral care, encouragement, and guidance to those serving in challenging environments while representing Christ with excellence. In addition to his military ministry, Chaplain Schwartz serves as the District Secretary-Treasurer for the Capital District of the Pentecostal Church of God. He also serves on the Capital District Credentialing Committee, assisting in the development, mentoring, and credentialing of ministers within the district.

Jeremiah Reynolds

District Administrative Assistant & Worship Pastor

Jeremiah Reynolds is a devoted husband to his wife, Valerie, and proud father to twins, Mathan and Eliana. He faithfully serves the Capital District of the Pentecostal Church of God as the District Administrative Assistant, helping support the day-to-day ministry and operations of the district with dedication and excellence.

Jeremiah also serves as the Worship Pastor at Victory Tabernacle, where he has a passion for leading people into the presence of God through worship and ministry. His heart for worship, service, and the local church is evident in the way he ministers to both the congregation and ministry teams.

In addition, he serves on the Capital District Credentialing Committee, assisting in the mentoring and development of ministers within the district.

Ed Brown

Interim Secretary Treasurer

Chaplain Ed Brown, affectionately known by many as “#6,” is a retired United States Air Force veteran who has continued his life of service through ministry and chaplaincy. He currently serves as a Community Service Chaplain (CSC), ministering faithfully within the prison system in Auburn and throughout the State of Alabama. Through his chaplain ministry, Ed has dedicated himself to bringing hope, encouragement, and the message of Jesus Christ to those who are incarcerated and in need of spiritual guidance.

In addition to his chaplain responsibilities, Ed currently serves as the Interim Secretary-Treasurer for the Capital District while Chaplain John Schwartz is serving on active duty. He also serves on the Capital District Credentialing Committee, helping support and mentor ministers through the credentialing process.
